During the first half of 2025 alone, 81 projects with foreign financing were implemented in Albania, with a total value of around 2.3 billion euros, of which more than 18.2 per cent is directly linked to climate and environmental interventions. This demonstrates that climate related initiatives are now one of the main destinations of development financing in the country.
The National Conference on Climate Finance was held in Tirana, where Albania's Minister of the Environment, Sofjan Jaupaj, presented the largest development projects in the country, emphasising that the European Union remains Albania's largest donor and strategic partner in the green transition.
Under the IPA III instrument, Window 3 "Green Deal and Sustainable Connectivity" is the main sphere of EU support to Albania.
Around 15 per cent of the IPA portfolio for Albania is dedicated to climate interventions, including the EU for Nature programme, the EU for the Circular Economy, the EU for Water, the Energy Resilience Package under IPA 2023 worth 80 million euros, as well as the EU for Forests programme with 13 million euros under IPA 2024.
In addition, the Operational Programmes 2024--2027, in particular the Operational Programme for Energy Efficiency, with a total value of 79 million euros, of which the EU contributes 50 million euros and national co-financing amounts to 29 million euros, are directly related to public buildings, e-mobility, renewable energy sources and railway electrification, aligning national policies with EU priorities for climate neutrality.
Minister Jaupaj announced that "within the Reform and Growth Framework, Policy No. 4 dedicated to clean energy envisages a fund of 127.8 million euros, which is expected to be utilised by Albanian institutions after the implementation of sustainable reforms focused on climate and clean energy."
In recent years, the green transition has become a central pillar of the modernisation of the Albanian state, a pillar that clearly defines the country's ambition to advance as a European, resilient, competitive and future-oriented economy.
In terms of financing, in addition to the European Union, the World Bank is currently implementing projects worth 1.474 billion euros, KfW and GIZ around 1.24 billion euros, while Japan and AFD are making sustainable contributions to environmental protection projects amounting to 717,500 euros and 610,000 euros respectively. Switzerland and Sweden also remain reliable partners in climate financing.
